'If all mankind minus one were of one opinion, and only one person were of the contrary opinion, mankind would be no more justified in silencing that one person than he, if he had the power, would be justified in silencing mankind.

He then adds, 'However, secession is not always possible or desirable. '52 But is the 'fate of states' so divorced from the 'freedom and well-being of individuals'? While secession 'need not' in the abstract 'harm individual rights,' will secession in reality do so in many instances? While Kymlicka recognized that secession was not in the best interest of the parties involved, he believed the reasons would come from outside liberal theory itself.
