In the same context, the federal government was itself becoming more conscious of the propagandistic possibilities of creating its own film production facilities. In hindsight, with brewing social and political instability, both provincial and federal governments could not have been motivated solely by promoting Canada’s film production interests. Social instability was creating an atmosphere where cinema’s role and function was opening to new political frontiers.
