With the end of the cold war, the broad geopolitical considerations that animated global development assistance have given place to numerous local conflicts. Humanitarian crises claim a rising share of concessional resources, and the links between peace and development are becoming ever more intricate and unpredictable. Paradoxically, to deal with more exacting requirements and more diverse concerns, development efforts must now make do with reduced resources. Almost all development agencies face pressures to make their assistance programs more effective or face deep cuts in funding.
Though this encounter between theory and practice is transforming both of them in ways that are not yet entirely clear, I believe we are much better off in a number of areas merely because practice has changed. Complementary Methods We have learned that every social science method has important weaknesses, but also that the existence of such weaknesses is not fatal. What they imply is a need to use several methods together, so that the strengths of one can compensate for the limitations of the other.
We may not know the answers to these questions because the basic research has not yet been done into the antecedents of depression among the terminally ill or into the recruitment decisions of employers. Of course, societies are implementing programs, some of them very costly, for mental health or for job training. In such cases, rather than carrying out costly evaluation studies of limited value, evaluators should encourage countries to get the basic research done before setting up comprehensive policies and implementing them widely.
