THE ROAD TO WELFARE REFORM The Aid to Families with Dependent Children program (AFDC; originally called the Aid to Dependent Children program), which was the primary cash welfare program between 1935 and 1996, provided cash welfare payments for children who were needy because their mother or father was absent from the home, was deceased, or was unemployed and thus unable to provide economic support or care.
