THOUGHTS IN CONCLUSION It might be said that there has been a paradigm shift. The understanding of the term solidarity has been reduced to the issues of money and numbers. This reduction moves the issue away from any idealist understanding of interstate solidarity. It also, in practical terms, moves the issue into the development debate. Discussions of development policy are, as discussions on refugee protection seem to be, also in crisis, with many states not meeting Global Solidarity 29 their targets for development aid.
