THOUGHTS IN CONCLUSION It might be said that there has been a paradigm shift. The understanding of the term solidarity has been reduced to the issues of money and numbers. This reduction moves the issue away from any idealist understanding of interstate solidarity. It also, in practical terms, moves the issue into the development debate.
