2001. 20 The Entrepreneurial Shift argues that “the growth of large-scale nationalistic warfare . . was [its] . . ”4 In Silicon Valley in the 1950s “the share of military shipments of semiconductors reached 70 percent [of the market], and it oscillated around 50 percent during the 1960s, with the defense market being concentrated in the higher layers of the technology” (Castells and Hall, 1994, p. 17). But historians might be satisfied with no development model at all. If American firms were themselves not particularly prescient (not investing heavily in the research and development of products of which in the early phase they could not imagine their market usefulness), neither did DOD bureaucrats and generals perceive the long-term commercial prospects that private firms had missed.
Route 128’s salvation came when people there – the original IT pioneers – learned in and from California about how to refocus on regional networking and open systems. Between 1989 and 1996, when the reorientation occurred, the number of MIT graduates’ start-up firms in Massachusetts increased from 639, with some 190,000 employees, to the already mentioned 1,065 firms, with around 353,000. By the mid-1990s, then, this reinvigoration of Route 128 could be counted among Silicon Valley’s signal achievements.
Professor William F. Miller, the group’s unofficial leader, lists eleven criteria that generate efficacy in a high-technology habitat: 1. Knowledge intensity; 2. Quality of workforce; 3. Mobile workforce; 4. Rewards risk taking; 5. Open business environment; 6. Community collaborations; 7. Developed venture capital; 8. University interaction; 9. Quality of life; 10. Government involvement; 11. Indigenous companies (Miller, 2000). The topics gain specificity when combined with subcategories that add content to their abstraction.
