Of all those in the poorest quintile, 94 percent receive benefits from Program C. Of those in the richest quintile, 26 percent participate in Program C. Overall for the nation, 69 percent of the population participate. The average, not the sum, of the individual quintile participation rates will give the national participation rate. Note that, from the participation rate, it is possible to derive incidence if the benefits received are uniform. To derive quintile participation rates from incidence tables, it is necessary to know at least the average participation rate.
Furthermore, the number of beneficiaries would increase from the original number whose incomes were below the threshold to include those who would work less in order to become eligible. Page 10 This problem is even more severe if the amount of benefit depends on the individual's income. If the poverty line is $250 and the program promised to raise income to that point, then no one under the poverty line would want to work, as they would face a 100 percent marginal tax rate on their earned income (see Besley and Kanbur 1990 and Kanbur, Keen and Tuomala 1992 for a more detailed treatment).
Concepts of Targeting Accuracy The information used to determine program eligibility is usually only a very inexact proxy for the individual's real welfare. Thus, some poor people will be missed by the program, and some nonpoor people will be served. This problem gives rise to the need to measure targeting accuracy. 1. Those who are poor and do receive benefits are a targeting success. In this example, 30 percent of the population falls into this category. Those who are not poor and do not receive benefits are likewise a targeting success (here, 40 percent of the population).
